Measure the bust at its fullest with the tape level under the arms, the waist at its narrowest, and the hip around the widest point, keeping the tape snug but not tight and taking every figure over what you intend to wear underneath.

One row has to fit a structured jacket and a skirt with no give at the hip, and those two fight. Read the hip and take the band it lands in, because a jacket worn open forgives a chest while a skirt that will not close forgives nothing.
