Four sets arrive, not one. That is twelve bowls and four trays, which is enough to run several separate serving points at the same time instead of funnelling everyone past a single dish.

Why Several Points Beat One
A single serving station creates a line, and a line at a party is a room where half the people are waiting. Spreading four identical trays across a space lets guests reach food where they are standing. Identical is the part that makes it work, because four matching arrangements read as one intention while four different ones read as leftovers. It is also how caterers work, for the same reason.
The Tray Does the Carrying
Three small bowls carried loose need two hands and a slow walk. Seated into a tray they become one object with one grip, which is the entire reason the format exists. The recesses matter more than they look: a bowl that can slide is a bowl that tips when somebody catches a doorway, and a fitted one does not move until it is lifted out.
What Twelve Bowls Cover
Small bowls exist for things that have to be kept apart from one another. Dips that would bleed into each other, olives with their stones, nuts that go soft next to anything damp, a sauce nobody wants on the bread. Serving, Storing and Cleaning
Do the bowls have to sit in the tray? No. They work just as well set out individually, and the tray becomes a way of carrying them to the table rather than the way they are presented on it.
How much shelf space does the case need? Trays stack flat and bowls nest inside each other, so the whole case comes down to two short stacks rather than sixteen loose items.
What suits small bowls best? Anything wet, anything strong-smelling, and anything with a stone or a shell. The point of a small bowl is separation, so use them for what needs separating rather than for portioning.
