Every figure above is in inches and is taken on the body rather than on the finished garment, so measure the fullest part of the bust, the narrowest part of the waist an inch or two above the navel, and the fullest part of the hips.

Because the cape removes the arm from the equation, the waist is the measurement doing the work. The ruching gathers the fabric there and gathered cloth absorbs about an inch either way before it starts to pull, so a band chosen on the waist will usually be right at the bust as well.
