The single feature that defines a jogger is the elastic cuff at the ankle, and it does more than finish the leg. A gathered hem stops the pant leg cleanly above the shoe instead of pooling on it, holds the shape of the leg rather than letting it collapse, and keeps the fabric out of the way when you move.
